14.08.2025

On August 14, President Shavkat Mirziyoyev got acquainted with a presentation on measures to expand waste recycling. Modern approaches are being introduced in this area, which is of great importance for the improvement of the country and the protection of public health. Over the past three years, over 2 trillion soums have been allocated from all sources. Last year, the Agency for Waste Management and the Development of the Circular Economy was established. 1.2 thousand units of new equipment were purchased for waste management companies. Waste collection sites have been built in the mahallas. Thanks to the improved collection and transportation system, the sphere has become a source of secondary raw materials. The sphere, which was previously in the state monopoly, was opened to entrepreneurship, and a favorable business climate was created. In particular, for sanitary-cleaning and processing enterprises, the income tax and social tax rates are set at 1 percent. Machinery and equipment imported from abroad are exempt from customs duties. As a result, about 200 sanitary-cleaning and 290 processing enterprises have been created. During the presentation, the responsible persons informed about the progress of the projects and plans for the future. Every year, 14 million tons of household waste are generated in the country, but the level of their recycling remains low. Thanks to projects in recent years, this figure has reached 5 percent. Energy generation projects through waste incineration are supported. Chinese investors are building such plants in six regions. The state undertakes obligations not only to pay for waste disposal, but also to purchase the energy produced. Recently, two medical waste incineration plants were put into operation in Tashkent to generate thermal energy. It is planned to build two more such plants in Samarkand and one each in other regions. A quarter of household waste consists of paper, plastic, rubber, glass, and textile residues. Their processing is capable of producing raw materials worth 1 trillion soums. In addition, the country has significant potential in the field of recycling construction, chemical, electronic, technical waste and industrial oils. It was emphasized that waste disposal services should meet the requirements of the population. In this regard, the task has been set to create the possibility of online tracking of the arrival time and route of garbage trucks to each mahalla. Instructions were given to develop a two-year program to fully provide social institutions and mahallas with waste containers. The importance of forming an ecological culture in society, starting with kindergartens and schools, was noted
